BOARD MEMBERS

Another key function of the Corporate Secretariat Department is providing secretarial services to the the Board and its operations by: conducting research as to sound governance practices, facilitating corporate events, advising on matters of compliance, ensuring

and promoting ethicalbusiness practice and creating an overall ethical business corporate environment.

The previous Board of Directors’ term of office expired in February 2009, whereby the newly

appointed Board commenced with it’s term of office during April 2009.

Mr Phitsane completed Executive Leadership with the University of Stellenbosch and Human Resource Strategy in Singapore, a 3 year diploma in Education, a BA Degree in Economics and an MBA from the University of the Free State. He is also a former member and Chairperson of the Permit Board of the Free State and National RTMC (Department of Public Works and Roads).

His core skills relate to varied knowledge of the PFMA, MFMA and general Governance Laws, Corporate Governance, Board effectiveness, Public administration and governance, service delivery and budget implementation programming, performance management systems solutions, development, planning and implementation systems as well as policy development and analysis. He is currently the Deputy Secretary (Deputy CEO) as well as the Acting Chief Executive Officer of the Free State Legislature and has previously been employed as the Human Resources Director. Mr Phitsane is a member of the Institute of Directors in Southern Africa and the PACC. He is also a member of the Sanlam Board of Trustees.


Dr B Malakoane obtained an MB Ch.B degree at MEDUNSA, M Fam.Med and MDP at the University of the Free State, OUBEP (Oxford University Business Economics) from Oxford University, CPMD :Municipal Finance forum Wits Business School. He is a Certified IOD director and a member of the Institute of Directors in Southern Africa; he is a Certified Balanced Scorecard Professional and Strategist, a Certified Prosci Change Management Practitioner and a Certified Water Auditor. He is an Executive Member of SAAWU (South African Association of Water Utilities); He is a distinguished member of IWA (International Water Association) Fellowship program.


He has varied knowledge of the Administrative and Governance Laws, Corporate Governance and Board Effectiveness, Public Administration and Governance, Service delivery and Budget implementation Programming, Performance Management Systems, Development and Resource Planning.

Dr van der Merwe has extensive experience in the water sector. He is in possession of the following qualifications: B.Sc in 1969, M.Sc in Geology in 1973 and obtained his PhD in Geohydrology in 1983 at the University of the Free State. His career started as technical official in the Department of Geology at the University of the Free State in 1973. From 1974 – 1984 he was lecturer and Senior lecturer in Geohydrology.

During his sabbatical leave in 1978 – 1979 he studied and did research at the University of Arizona in the USA – specializing in Water Management and Engineering. Dr van der Merwe joined the Department of Water Affairs and Forestry in 1988 as Deputy Director, Water Quality and Geohydrology in the Free State Regional Office. He retired in 2008 as Deputy Director, Strategic Support from the Department of Water Affairs. He was recently appointed as Affiliated Researcher at the Institute of Ground Water Studies at the University of the Free State and is also a member of the Water Institute of Southern Africa as well as a member of the Ground Water Division of the Geological Society of South Africa.

Dr L Moorosi

Dr Moorosi is currently a HOD at the Free State Department of Agriculture. Her experience ranges from being Chief Operating Officer at the Matjhabeng Local Municipality, Provincial Director: Veterinary Services: Free State Department of Agriculture, Provincial Coordinator for Veterinary Services: Free State Department of Agriculture, past lecturer: Faculty of Agriculture, Department of Animal Science at the University of the Free State. and Veterinarian.


Her qualifications range from (but not limited to) a PhD in Veterinary Medicine from the Universidad Central, Cuba, CPMD from Wits University and Master of Science in Agriculture from the University of the Free State. Dr Moorosi is a member of the South African Veterinary Council (SAVC) and is also the Chairperson of the Education Committee (SAVC). She is a member of the World Women Vet Association and Commonwealth Veterinary Association and serves as member to various Committees at the University of the Free State.
