Bloemwater was established as a Water Board in 1991, with the mandate to provide
water services to the southern and central areas of the Free State. In terms of the
Public Finance Management Act, Act 1 of 1999, Bloem Water is a Schedule 3 B entity,
(a National Government Business Enterprise) reporting to parliament via its Executive
Authority, Department of Water and Enviromental Affairs. In terms of the constitution
of South Africa, Bloem Water is an organ of state - established in terms of the Water
Services Act, Act 108 of 1997. Bloem Water as your partner of excellence in water
seeks to provide safe, clean, quality water and related services. This objective
is in line with the Water Services Act (Act 108 of 1997), which provides for the
establishment of Water Boards to assist local government in the delivery of sustainable,
efficient and affordable water services. Bloem Water, in executing its mandate seeks
to ensure an effective link between water resources and the supply of water, as well
as regional efficiencies and economies.
