Infrastructure Projects

The continuation of effective service delivery is dependant on sound asset management and timeous investment in infrastructure development in proactive anticipation of future water demands and expectations.

 

It is necessary to review Capital Expenditure Programs regularly. A detailed Capital Expenditure study has been completed to ensure that the requirements of infrastructure are optimal and sustainable for the foreseeable future. The detailed Capital Expenditure Study for 2008-2013 was primarily focused on two significant areas governing the Capital Expenditure Program:

 

• the growth in the volumes of water to be supplied by Bloem Water; and

• the refurbishment, renovation or replacement of existing assets. Pipeline renovation    and relining Caledon/Bloemfontein pipeline: In a single year the cost of R5 million will   not be exceeded. Extensive repair and maintenance is envisaged on this specific   pipeline which started during the financial year 2006/2007 and for a number of   consecutive years amounting to at least R8 million for the foreseeable future.

• On the Caledon/Bloemfontein pipeline which is of a pre-stressed concrete construction,

 the investigation in relation to leak detection as part of Bloem Water’s commitment to

 effective asset management is concluded. A process will be followed to determine the

structural integrity of the pipeline which will indicate potential pipe failures. This is a

significant development because Bloem Water will then move from reactive maintenance to preventative pro-active maintenance on this specific pipeline.

• The Engineering Department is still involved as Implementing Agent in a project on behalf of DWEA in relation to sanitation and water supply to schools and clinics throughout the Free State at identified areas. The brief of Bloem Water as Implementing Agent was extended byDWEA and the current program was concluded by 31 March 2009. The total value of the project amounted to R24.5 million.

• Extend water supply to the Botshabelo/Thaba Nchu area at a total cost of R47,6 million by constructing a 700m duplicate pipeline.

• Extend treatment capacity of Rustfontein from 100 to 150 ml/day at a cost of R78,5  million by adding a module to the plant.

• Rehabilitate sludge dams at Welbedacht at R15,0 million.

• Extend capacity at Tienfontein pumping station for R21,6 million. This might be a cost to

  DWEA given that Bloem Water only operates and maintains the pump station on behalf    of DWEA but to Bloem Water’s benefit.

• Extend pumping capacity at Novo pumping station at a cost of R15,1 million. This will    enable Bloem Water to transfer more water from Knellpoort Dam into Rustfontein Dam.

• Dewetsdorp supplementary water supply (additional pipeline) at R22,4 million.

• Edenburg/Reddersburg supplementary supply: R98,5 million, Wepener supplementary

  supply: R20,4 million.

• Extend Bethulie plant R24,9 million in order to meet water supply demands of Bethulie,

  Springfontein and Trompsburg.

• Springfontein/Trompsburg supply (additional pipeline) at R157,4 million
