Bloem Water was established as a Water Board in 1991, with mandate to provide water services to the Southern and central areas of the Free State. In terms of the Public Finance Management Act, Act 1 of 1999, Bloem Water, as an organisation is a Schedule 3 B entity, reporting to parliament via its Executive Authority, DWEA. IN TERMS OF THE CONSTITUTION OF South Africa, Bloem Water is an organ of state – established in terms of Water Services Act, Act 108 of 1997.


The newly adopted strategic plan, approved by the Board supports the goals and strategic priorities/principles of National Government, the Provincial Government and the Department of Water Affairs.


Bloem Water firmly believes that it derives its mandate from these principles and reiterates the resounding message that the work of government in partnership with all stakeholders can never be complete until the last person in the remotest village has access to drinkable water. We duly recognize the need for interventions including the need to diversify water services, striking a balance between supply and demand, mainstreaming water and addressing service backlogs.


The Organisation, seeks to provide safe, clean, quality water and related services. This objective remains in line with the Water Services Act, (Act 108 of 1997), which provides for the establishment of Water Boards to assist local government in the delivery of sustainable, efficient and affordable water services.
